Scheduled Work Hours:
Full Time - 9 to 5 - 35hrs/wk

Service Scope:
: The Department of Housing Preservation and Development has a need for an experienced Senior Scrum Master/Agile Project Manager for the “DTR Advance Subsidy Administration Program” project. The candidate will be accountable to lead a technology team and deliver the initiatives that reduce the paper intake and processing for Section8 Housing Choice Voucher, Family Self Sufficiency (FSS) and other subsidy programs. Specific initiatives include, but are not limited to the following:
• Enterprise Content Management System: Procurement to implementation
• Digital Document Management for historic and ongoing document intake and processing
• Infrastructure initiatives for secure data exchange with third party systems and other city agencies.

The candidate will execute following tasks:
- Be a liaison between business, technology and administrative teams to implement Enterprise Content Management Tool.
- Lead and participate in product evaluations, procurement process, product customization/implementation, delivery and support.
- Perform vendor management during the procurement, implementation and transitioning process.
- Act as a project manager, to plan, track and deliver the initiatives mentioned as part of above scope.
- Identify and remove impediments to prevent distractions
- Maintain and publish progress reports, risk registers and other key project status and metrics documents(e.g. velocity and burn-down)
- Collaborate closely with the Stakeholders to facilitate feature integration between existing and new systems and release management across teams
- Ensure project documentation are maintained, and communications are timely and effectively distributed
- Cultivate robust and sustainable working relationships between business and technology teams to foster a cross-functional team environment
- Identify project risks and develop mitigation strategies
- Adhere to internal SDLC, review and governmental procurement and vendor engagement processes and standards

Mandatory Skills:
Note: candidates who do not have the mandatory skills will not be
• Minimum of 8 years of experience in program/project management, delivering multiple medium to large scale projects comprising of sub-projects and distinct deliverables
• At least 2 years of Coding experience preferred.
• At least 2 years of experience coordinating and/supporting IT business processes.
• Certified Scrum Master
• Hands-on experience as a Scrum Master, Agile Lead or Agile Coach. • Prior experience working on infrastructure and software projects
• Prior experience working on product procurement through RFP process
• Prior experience working on implementation of Enterprise Content Management tools • Strong technical background.
• Strong working knowledge of web development.
• Ability to work effectively in a dynamic development environment with matrix reporting structure.
• Strong facilitation skills.
• Strong sense of ownership, with focus on proactively removing program obstacles, and willingness to go above and beyond to chase down loose ends that lead to successful product delivery.
• Ability to communicate verbally and in writing clearly and succinctly, complex design and technical issues, as well as business and product requirements.
• Ability to thrive in a highly ambiguous, fast paced environment where priorities shift rapidly.
• Strong influence, collaboration, and negotiation skills.
• Ability to operate independently within established methodologies, procedures, and guidelines.
• Experience with TFS or similar tool for managing Agile projects, MS Project/MS Office

Desired Skills:
• PMP and/or SCRUM Certified preferred.
•Familiarity with Oracle and SQL database architecture and design
•Familiarity with Client-Server, Web architecture, and software development
•Familiarity with .NET framework/environment, PowerBuilder, Java
